Colleen Vogel, Director, Foster Parent Recruitment and Retention
Colleen Vogel is the Director, Foster Parent Recruitment and Retention. Colleen Vogel’s team covers all 23 counties that contract with the Northern Rivers Foster Care program. She joined the organization in 2009, serving as a clinician in community-based programs and a foster care coordinator before being named to her current position in 2016. Before coming to Northern Rivers, she served in a number of clinical and case management positions for the St. Anne Institute in Albany. She earned her BS in psychology from SUNY Cortland and her MSW from the University at Albany.

Jennifer Sherry, Homefinder, Albany Office
Jennifer Sherry is the Homefinder for our Albany office. She certifies and maintains foster homes for Albany and Rensselaer Counties. Jennifer joined Northern Rivers in 2019 and her previous experience includes being a lifeguard and working in a school setting.
Chris Murray, Homefinder, Binghamton/Oneonta Offices
Chris Murray is the Homefinder for our Oneonta office. He certifies and maintains foster homes in Delaware, Herkimer, and Otsego Counties. Chris joined the organization in June 2017 as a clinical case manager before transitioning to his current role. He previously worked at Catholic Charities, helping residents with daily living skills. He also was a director for Men’s Ministry, coordinating and planning service projects. Chris was a foster parent and fostered children from 2008 to 2014. He brings valuable personal experience when working with our foster parents.
Jessica Hatch, Homefinder, Hudson Office
Jessica Hatch is a Homefinder who joined Northern Rivers’ Hudson office in 2018. She certifies and maintains foster homes in Columbia, Dutchess, Greene, and Ulster Counties. She received her BA in psychology and her MS in mental health counseling from SUNY New Paltz. Jessica previously worked with the underserved at the Institute for Family Health, where she was trained in psychological first aid, child abuse identification, and suicide modalities. She is currently certified as a CPR/AED(automated external defibrillator)/First Aid instructor and has attended a variety of alcohol and substance abuse trainings.
Jolene Olsen, Homefinder, Johnstown Office
Jolene Olsen is the Homefinder for our Johnstown office. She certifies and maintains foster homes in Fulton, Herkimer, Montgomery, and Schoharie Counties. Jolene joined Northern Rivers in 2015 as a clinical case manager. Her previous experience includes working with children and adults with developmental disabilities, providing individualized services in their home. She has also worked as a teacher’s aide, assisting in the development and implementation of children’s individual education plans, as well as assisting teachers in managing children’s difficult behaviors in the classroom.
Kari Carroll, Homefinder, Queensbury Office
Kari Carroll is a Homefinder from our Queensbury office. She certifies and maintains foster families from Essex, Saratoga, Warren, and Washington Counties. She joined the organization in 2020. Previously she served as the director of habilitation and respite services for AIM Saratoga, as a case worker for the Saratoga County Department of Social Services, and as an investigator for the NYS Justice Center. She earned her bachelor’s degree in music from SUNY Plattsburgh and her master’s degree in forensic mental health from Sage Graduate School.
Jenny McMillen, Homefinder, Schenectady Office
Jenny McMillen is the Homefinder for our Schenectady office. She certifies and maintains foster homes in Albany, Rensselaer, Saratoga, and Schenectady Counties. Jenny joined Northern Rivers in 2006 as a counselor for the Intensive Aftercare and Prevention Program. She has worked in the Therapeutic Foster Family Program as a clinician, program coordinator, and respite coordinator. Jenny has worked as a medical claim representative with an insurance agency and was a part-time respite worker at Equinox for several years, working with adolescents transitioning into adulthood by assisting them with independent living skills. She earned her BS in psychology and MS in community counseling at SUNY Plattsburgh.
